How ChainIT’s Transaction Truth gives AI agents machine-verifiable authority across stablecoins and bank rails

ChainIT Inc. presented its architecture for Agentic Web3 Complete Commerce in conjunction with TOKEN2049 Week in Singapore. The architecture is set out in a new executive white paper, ChainIT Transaction Truth: Stablecoins, Web3 Wallets, and Multi-Rail Commerce. The paper describes how a payment started by an AI agent can be tied to a verified person or organization, a delegated scope of authority, a current compliance decision and a provable commercial result.
Wallet access alone tells a merchant, bank or counterparty very little about an AI agent. The paper works through four narrower questions. Is the agent acting for a verified person or organization? Is it inside the limits that principal delegated, as they stand today? Is it executing the exact transaction that was approved? Can the settlement and the commercial outcome be proven afterward?
The first three questions describe Agentic Authority, also called AI Agent Authority: authority that a machine can verify at the moment of execution, derived from an organization's real governance structure. An agent's technical capability to sign or send a payment is a separate matter.
“Moving money is not the same as completing commerce,” said Jeremy Blackburn, Founder and Chief Executive Officer of ChainIT. “A valid signature does not tell a business whether the right party authorized the transaction, whether the payment fulfilled the agreement, or what happened when something went wrong. That is the gap Transaction Truth is designed to close.”
Payment networks and standards bodies are working on the same problem. When Google announced the Agent Payments Protocol (AP2) in September 2025, it named authorization, proving that a user gave an agent authority for a particular purchase, as one of the core questions raised by agent-led payments. In February 2026, the NIST National Cybersecurity Center of Excellence released a concept paper on software and AI agent identity and authorization, asking how existing identity and access standards should apply to AI agents. ChainIT's paper carries the authority question past approval and into execution, settlement and proof.
Agents propose, deterministic controls execute
In ChainIT's architecture, registered agents work under bounded delegation from verified principals. Each delegation states the permitted purpose, counterparties, payment methods, value limits and effective period. Transactions inside that scope can run through deterministic controls with no person approving each payment. Anything outside the scope goes back through a new decision and approval path. Session or wallet access never counts as payment authority.
Three requirements in the Transaction Truth model
Transaction Truth builds on ChainIT's earlier Provable Authority and Provable Compliance white papers. It connects three requirements.
- Verified authority and current compliance. ChainIT ID and ChainIT Org ID establish who the person and the organization are. The Authority Resolution Pactvera records organizational roles, scope and limits. Two separate protocols, the ChainIT Authority Protocol and the ChainIT Compliance Protocol, check whether the proposed action is authorized and whether current evidence and applicable policy allow it.
- Control over the exact transaction. Approval binds the material payment details (destination, amount, asset and network) to a canonical transaction digest. Before the qualified wallet or payment boundary commits the instruction, the architecture requires the applicable approvals, reserved transaction capacity and a single-use Execution Authorization Credential. If a material detail changes, the agent needs fresh authorization.
- Settlement and proof. Pactvera links commercial terms, conditions, approvals and execution. Validated Data Tokens record lifecycle events, and Valitorum seals the final evidence record. In the paper's illustrative stablecoin-to-fiat transaction, blockchain confirmation, conversion, merchant payout and accounting reconciliation are four separate stages. Each one has to be evidenced on its own record.
One governance model across payment rails
The model is designed for qualified stablecoins, tokenized deposits, cards, ACH, wires and instant payments. It does not tie a commercial transaction to a single issuer, blockchain or wallet. Assets, providers and execution paths remain subject to qualification and policy. ChainIT Pay runs across bank, card, RTP, FedNow, wallet and stablecoin rails in more than 144 countries, with USDC on- and off-ramps.
“Key security and corporate authority are different controls,” said Eric Tacl, PhD, Executive Vice President, Verified Payments and Commerce, at ChainIT and a co-author of the paper. “A threshold signature does not replace a board resolution, a spending limit or a current compliance decision. Institutional use requires those controls to remain connected to the exact transaction and its outcome.”
The white paper separates existing platform foundations from published protocol architecture, development and pilot work, proposed execution profiles and external dependencies. Availability and integration support vary by implementation.
Meeting ChainIT at TOKEN2049 Singapore
Dr. Tacl represented ChainIT at TOKEN2049 Singapore, held October 7 and 8, 2026 at Marina Bay Sands. Financial institutions, stablecoin issuers, wallet providers, enterprise teams and agent developers can request a meeting with him about Agentic Web3 Complete Commerce and potential integrations through ChainIT's TOKEN2049 Singapore page.
Questions and answers on Agentic Authority
What is Agentic Authority, and how is it different from AI agent authentication? Authentication confirms which agent is making a request. Agentic Authority answers a different question: is this agent permitted to take this specific action, for this verified person or organization, within the limits delegated to it right now? In ChainIT's architecture, wallet or session access never stands in for payment authority.
How does an AI agent get machine-verifiable authority before it can transact? The principal is verified first through ChainIT ID or ChainIT Org ID. The organization's roles, scope and limits are recorded in the Authority Resolution Pactvera. The ChainIT Authority Protocol and ChainIT Compliance Protocol then evaluate the proposed action. Only after that does the agent receive a single-use Execution Authorization Credential bound to the exact transaction details.
What is the difference between an AI agent being capable of an action and having verifiable authority to do it? Capability means the agent holds keys or access that let it sign or send a payment. Provable authority for AI agents means the action traces back to a delegation the organization actually granted. As Dr. Tacl puts it in the release, a threshold signature does not replace a board resolution or a spending limit.
How can an enterprise prove an agent's authority is governance-derived and not just configured? In the Transaction Truth model, delegated agent authority comes from roles and limits recorded against a verified organization. Approvals are bound to a transaction digest. Lifecycle events are kept as Validated Data Tokens, and Valitorum seals the final evidence record, so an auditor can trace a payment back to the governance decision behind it.
Can delegated agent authority be changed or withdrawn? Each delegation has a defined effective period, and checks run against current delegated limits and a current compliance decision. Execution credentials are single-use, and any material change to a transaction requires renewed authorization. A change to an agent's authority therefore applies at the next execution check, not at the next audit.
What does Agent Authority Infrastructure include in ChainIT's architecture? Identity and organization verification (ChainIT ID, ChainIT Org ID), an authority register (Authority Resolution Pactvera), runtime authority and compliance protocols, exact-transaction controls, agreement-bound execution through Pactvera and ChainIT Pay, and sealed evidence through Validated Data Tokens and Valitorum. The full design is in the Transaction Truth white paper.
